[CI] reintroduce testing of rotation in SHD

This is a CI MR that reintroduces testing of rotation in SHD unintentionally removed in MR !1330 (merged). See https://ivas-codec-pc.3gpp.org/ivas-codec/coverage/lib_rend/ivas_rotation.c.gcov.html.

This is related to the discussion at !1330 (comment 37880)).

@kiene, I created this MR to point out the condition that tests the SHD rotation again but please review and feel free to handle it differently.
