decoder error with head rotation and BINAURAL_ROOM_REVERB

Description of the change

skip EFAP initialization when the internal format is HOA3

Affected operating points

  • Bitstream is BE, no encoder changes
  • Decoder output is not BE for MC input and BINAURAL_ROOM_REVERB OUTPUT with head tracking
