[CI] Add missing newlines in self_test_ltv.prm

CI only.

The long test vector job still failed: https://forge.3gpp.org/rep/ivas-codec-pc/ivas-codec/-/jobs/246074

The reason could be that there are 2 missing newlines, which confuses the test case parsing. Will run a new long test vector job to make sure this fixes it.
