Reason why this change is needed

The convergence criteria of the SVD in the decoder can be loosened to simplify the fixed-point conversion

Description of the change

constants of the SVD are tuned

Affected operating points

Bitstream is always BE, decoder changes only ParamMC and ParaISM outputs are not BE, but the differences should be small
