Update LC3plus version to V1.5.1

Reason why this change is needed

Updates LC3plus code to the latest version. Updates include changes specifically made to simplify integration of LC3plus into IVAS.

Description of the change

• Files in lib_lc3plus were replaced with updated versions
• Script for downloading LC3plus was updated accordingly
