[non-BE] Resolve "Wrong decoding of framing in TCX10 frames after lost frames possible (180)"

Addresses #28 (closed) by fixing a general PLC-related problem with TCX10. In case of frame loss, wrong decoding of the TCX10 subblock configuration can occur because the last frame's overlap mode is not written in the bitstream, but only copied over from the respective previous frame. The fix is not bitexact for all signals where TCX10 frames occur regardless of PLC being used, since additional bits have to be written.
