[CI] Update self_test.prm: use short test-vector instead of a long one

Fix error in a short test-vector parameter file; otherwise, the self-test run locally returns an error:

FileNotFoundError: [Errno 2] No such file or directory: 'testv/ltv48_STEREO.wav'
