[BASOP CI] check float reference job

Hi @kiene,

I added a manual job check-float-reference that runs the MR pipeline with the ivas-float-update branch in this repository. The point is to check for unsupported tests in self_test.prm.

I have kept ivas-float-update up to date with the branch with the same name in the BASOP repo. The best thing would be to get the actual version in the BASOP repo, but it would either require cloning the branch or setting up a clone on our runners.
