[CI] fix alert in complexity jobs

If getWmops.sh returns with non-zero return code, the whole CI job will stop and not finish packing the artifacts needed for display on the webpage. This is handled now.

Also add some more printout in ci/complexity-measurements/check_for_changes.py to be able to verify from the console log what happened if a change is reported.
