[CI] refactor sba tests to make encoder basop tests integration easier

Move the sba plc testcases into same file as the rest. This removes and renames some files, pinging @pihlajakuja, @kinuthia, @jiaquan.huo for awareness.

Preparatory work for !1681 (merged) - integration of the encoder verification code is much easier when this is harmonized.
