[CI] restrict complexity measurements for OSBA to HOA3 modes

There are too many OSBA modes (with 1-4 ISMs + planar + all bitrates...) - The last complexity run timed out and also the bar graph is not really handy with so many operating points. This restricts the complexity run to HOA3 ones only.
