Draft: Resolve "Addition of LTV for SBA tests"

Reason why this change is needed

• Add ltv to codec_be_mr_nonselection/test_sba.py for improved test coverage

Description of the change

• Added ltv support to tests defined in codec_be_mr_nonselection/test_sba.py
• Require "-k ltv" to run tests with ltv only
• Require "-k not ltv" to run tests with stv only

Affected operating points

• None

Todo: update yaml script when the exact way of adding ltv is decided
