[BASOP CI] Fix hyperlinks in basop_index.html

This fixes the hyperlinks in basop_index.html to match the updated job names where mld->compare_ref. A nicer solution would be to create the page based on the JOBS_BASOP_REPO in ci/setup_pages.py, but let's do that later.
