[CI] Add SBA LTV to test-long-self-test and ltv sanitizer tests

Reason why this change is needed

• SBA LTV tests are used in BASOP, but not in the float repo. LTV should be added to

• test-long-self-test

• ltv_[m,a,u]san

Description of the change

• Added SBA tests with --use_ltv option to test-long-self-test
• Added SBA tests with/without --use_ltv to sanitizer-selftest-anchor. This means the short SBA tests are also added to the STV tests.

Affected operating points

• CI: Long self test (manually triggered) and sanitizer tests.
