[BASOP CI] enable mld for test 26444

Reason why this change is needed

  • Adds the functionality to measure MLD, SSNR and PEAQ on test_26444 for finding possible target values for IVAS encoder.

Description of the change

  • Updated test_26444.py
  • Removed unsetting of ref_encoder_frontend if no update_ref is set. The ref_encoder is used for decoding bitstreams for comparison.
  • Update of parse_xml_report.py such that it can handle 26.444 reports as well.

  • 26.444 test in BASOP CI
