[BASOP CI] Add --diff option to create_histogram_summary.py for comparison to input

Add --diff option to create_histogram_summary.py for comparison to input. This gives different ranges for the histograms in the summary page.

Only affects BASOP CI for jobs using create_histogram_summary.py with --diff option.
