[CI] add ctest measurement output for ssnr script

There is a standalone script scripts/ssnr.py which is a commandline wrapper around the SSNR functionality of the CI system. It is not used anywhere in CI, but meant for local use/debugging. We want to use it in our internal tests and having the ctest xml measurement output available makes parsing easier for us.
