Reason why this change is needed
- The changes brought to the float reference code in the process of conversion to BASOP were not ported to the floating point code. The corresponding change in the BASOP git is in sa4/audio/ivas-basop!619 (merged)
Description of the change
- Reduces to 2 decimals the precision of delta_phi in deciding to adjust the azimuth at decoder in OMASA.

In minimum, there should be a status for bitstream compatibility and output bit exactness

For bitstream compatibility, the following levels are helpful for describing encoder
- NonBE for OMASA in parametric 1 separated object mode but it is fully backwards compatible for decoding. Decoded output may differ.

For output difference, use BE or non-BE. Additionally, amount of difference can be presented.
