[CI] update main from basop ci branch to fix float complexity measurements pipeline

Synch between main and basop-ci-branch. I got lazy and pushed some things needed for basop ci only by pushing to basop-ci-branch directly. This apparently broke the "wmops per operating point" graph in the float repo. This should fix it and restore synch between the branches.
