[CI] Fix for PEAQ binaural

This is a small fix for the PEAQ binaural test to be used in BASOP.

  • To synch with the codec, the external renderer truncates the extended metadata in case it is not encoded. An exception for NULL metadata was missing.
  • The current BASOP/ivas-float-update outputs HOA3 for all OSBA-EXT configs. A temporary patch has been added to handle this.
