[CI]update basop ci branch

This update brings in a few updates for the BASOP CI:

  • PEAQ measurement is back to worst occuring value across channels. Binauralized measurement can be enabled, e.g. for encoder pass-through operation (sa4/audio/ivas-basop!1041 (merged))
  • Renderer tests now show error for non-zero return codes from the renderer execution, like encoder/decoder tests.
  • create_mode_force.py script updated to handle TCX10 mode forcing.
