[BASOP-CI]skip rate switching cases with compare_enc_dmx

Many modes will potentially change the number of transport channels during rate switching. This does not play well with the encoder-side dmx dumping mechanism and the corresponding pytest implementation. Skip the testcases with rate switching for now if compare_enc_dmx is set.
