Reason why this change is needed
- EVS float and BASOP have different thresholds for DTX high-rate activation
Description of the change
- Align DTX high-rate activation in FLP framework to match BASOP.
- For the moment, only IVAS formats are affected but CR should be brought to EVS as well.
Affected operating points
- not-BE for DTX at higher bitrates
