[non-BE] Resolve "Strong artifact in transition between modes"

• Strong artifact in DFT to TD transition in DTX

Description of the change

• Fix active_cnt parameter to be in sync between encoder and decoder.

Affected operating points

• not BE in DTX where unified stereo is used.
