Reason why this change is needed

Upon a bitrate switch between a high and low OSBA BR, the loudness with EXT output changes.

Description of the change

  • apply the scaling by 0.5 in the decoder at high bitrates with EXT ouput

Affected operating points

  • For bitstream compatibility, the following levels are helpful for describing encoder
    1. bitstream is BE, decoder change only
  • OSBA EXT output at high bitrates (96 kbps or greater for 1 object and 128 or greater for more objects) is not BE
