[non-BE] fix for suboptimal spatial CNG in MDCT-Stereo DTX

This MR fixes suboptimal Comfort noise generation in MDCT-Stereo DTX.

For some noise types (mainly car noise with high low-frequency content), spatial impression of the noise can be inaccurate. The fix makes use of the unused bits in the Stereo SID frame to address that and thus resolves #805.

Affected operating points

  • Stereo @48kbps and up with DTX only.
  • BE for other modes or when DTX is not triggered
