Resolve issue 1480: clang-18 MSAN error in HQ decoder

Reason why this change is needed

  • When the HQ_GEN_SWB/HQ_GEN_FB is not used, one variables related to this tool is passed to fill_spectrum uninitialized. It is not used, but triggers a clang-18 warning.

Description of the change

  • Initialize the variable in the beginning of hq_hr_dec.c
