Reason why this change is needed

  • There are metadata encoding differences between Mac and Linux for LTV vector. It would be good to remove these.

Description of the change

  • This adds minor non-BE changes that remove the differences between Mac and Linux for metadata (core coding does still produce different bitstream though).

Affected operating points

  • This is non-BE for all operating points that uses the related functions (MASA and OMASA in this case). In general, the difference should be inaudible though.
  • This is backwards compatible.
  • There is a very minor (about 0.004) complexity increase.
