Reason why this change is needed

  • As agreed in meetings, G.192 bitstreams should also support format switching within IVAS

Description of the change

  • Bring back changes removed in commit 6a15d338 and adapt them to current code. Probably something more is needed.

Affected operating points

  • Decoder only. In non-VOIP operation, this should allow format switching within IVAS.
