remove obsolete code for dft stereo in fd-bwe

Reason why this change is needed

  • For DFT stereo modes, buffer new_input_hp_fx in function swb_bwe_enc_fx() is written twice

Description of the change

  • In the DFT-stereo block remove updating of the buffer

Affected operating points

  • Change is BE and does not affect any modes
