[CI] Fix find_regressions_from_logs.py script

ci/fix-regression-analysis-script into main

CI only. Related to currently failing job ivas-long-term-regressions, which compiles a list of regressions within a window of the last 30 days. Adds a filtering on all-NA (non-existent) results, which has occurred a few times in our logs.

Affects only this job, which is currently failing. Tested offline, so it should be safe to merge right away.
