Fix missing code of HRTF_BINARY_FILE in the code portion wrapped by FIX_FIX_I59

In lib_rend/ivas_binauralRenderer.c, the changes within HRTF_BINARY_FILE were missing in the code portions wrapped by FIX_FIX_I59. The goal of this branch is to add the missing code.
