[BE] Resolve 18: Dynamic allocation of intermediate buffer of indices

malenovsky requested to merge 18-allocation-of-memory-for-the-buffers-of-bitstream-indices-7 into main

Enable counting of memory required by the intermediate buffer of indices ind_list[] and ind_list_metadata[]. Allocate buffers dynamically based on the number of transposrt channels and core/total bitrate. Compacting of buffers to avoid unnecessary "holes".
