Code updates for SNQ-VQ TROM reduction of 2kW, DCT16 compressed tables now based on the latest rounded SNS-VQ(with correct tilt from FhG)
NonBE for SNS-VQ conditions due to rounding and truncation in DCT16 domain and different search results.
