[non-BE] Fix ParamUpmix covariance smoothing

Related to #489 (closed) @multrus This is a fix to audio quality that affects selection tests.

Code which came in with define FIX_331_ALL_BRS changed covariance smoothing for all cases which caused issues with Parametric Upmix when it was merged to main. This merge will revert covariance smoothing behaviour for ParamUpmix to as it was before FIX_331_ALL_BRS.
