Resolve "ISM audio and meta out-of-sync in decoder" [Non-BE] [Rend non-BE]

Related to #356 (closed) ISM audio and meta out-of-sync in decoder" [Non-BE] [Rend non-BE] Metadata update is delayed 1 or 2 subframes (5ms or 10ms) at decoder to sync with audio delay for discrete ISM binaural rendering. The synchronization at the external renderer is going to be addressed in a separate issue. The changes related to disabling encoder delay compensation is reverted based on the comment #356 (comment 16610)
