Should be non-BE for all MASA 2TC on bitrates above 16.4 kbps to EXT output when using DTX, thus non-BE to selection test candidate. Probably also non-BE for MASA 2TC on bitrates above 16.4 kbps when using DTX and the renderer is RENDERER_DIRAC (i.e., MONO/FOA/HOA/LS outputs, not STEREO).

Review from @ramoa and @treffehn would be good at least.
