Resolve "Provide scripts for generation of SHD HRIRs from SD HRIRs"

Provide scripts for generation of SHD HRIRs from SD HRIRs.

The table updates are not included as the generation scripts slightly change the 48k tables by 10e-6 and for the 32k and 16k tables 10e-2 differences due to using the Matlab resamples to create them.
