[non-BE] Resolve "ParamISM binaural output too quiet"

To produce binaural output levels for ParamISM that are more on par with discrete ISM, it was found that re-using the gain introduced for SBA can also compensate the apparent loss in ParamISM. This fix thus includes ivas_dirac_dec_binaural_sba_gain() in the ParamISM rendering path.

Non-BE for ParamISM.
