[split-non-BE] [non-BE] Resolve "parametric renderer outputs silence if W is silent (even when there is data in Y channel and codec is operating in 2TC mode)"

Related to #647 (closed). Reviews requested from @tyagiri and @weckbecker.

This will be a non-BE change for SBA with 2TC and binaural output as the condition can trigger sometimes with any input signal.

Adding also [split-non-BE] as the SBA through parambin to split rendering obviously is also non-BE.
