Update configs with master seed, fix issues for P.800-23 and cleanup

  • Set master_seed: 47192 in all configs
  • fix errors for P.800-23 conditions which specified incorrect delay error profiles
  • remove redundant key aligned_to which is no longer used (this is done automatically)
  • speed up some parts of the code with parallel processing
