TS 33.128 CR0218 Change of common XSD type references

canterburym requested to merge cr/TS33128/0218 into main

The XSD schema for LI_X1 extensions redefine types that are already defined in ETSI TS 103 280. The definitions are the same, so the definitions can be removed from TS 33.128 and the definitions from the ETSI documents can be used.
