The current version of TS 33.128 has multiple location formats that can be used. The specifics of when each format should be used and the details of the parameters inside the different structures are currently not defined. This CR attempts to add the relevant details. One of the references used as a comment in the ASN was not added to the document, This request will modify the comments in the ASN.1 to reference the newly added reference
