33.128 CR 0536 - Solution to allow the reporting of encapsulated information

There are times when it is beneficial to reuse structures defined in other documents within LI reports. However, some of these encapsulated payloads may need to have unauthorized information removed prior to being included in an IRI record sent over LI_HI2. In addition, there needs to be a way to signal what information was removed and how it was removed in order for the payload to be correctly decoded and the integrity of the remaining information to be preserved. This CR proposes a solution for the flexible reporting of encapsulated payloads.
