TS 33.128 CR 0746 - Addition of coarse location to location structure

In order to support NTN location requirements, a coarse location format was added. The current LI specifications could report this location, but there would be no indication that the source was this coarse location. This contribution adds a new field to carry this location information when it is explicitly indicated that the location is "coarse".
