TS 33.128 CR 0799 - Add EUI-64 type to the PEI element in the 3GPPIdentityExtensions.xsd schema

The EUI-64 parameter is missing in the PEI complexType of the urn_3GPP_ns_li_3GPPIdentityExtensions.xsd schema. Adding of the EUI-64 type will allow all the PEI types (IMEI, IMEISV, MAC address and EUI-64) to be reported according to TS 23.003 clause 6.4.
