[AMD_PRO-MED] WT1: Introduce CMCD into the generalised Media Delivery System and the 5GMS System (26510-CR0021 -> 26510-CR0032, 26512-CR0089 -> 26512-CR0097)

This merge request incorporates linked changes to two different deliverables:

• 26510-CR0021 -> 26510-CR0032r3 [S4-251597]: Generic JSON-based reporting envelope syntax.
• 26512-CR0089 -> 26512-CR0097r2 [S4-251598]: Configuration of CMCD reporting (M3); event exposure of CMCD information (R5/R6).
