ivas_dirac_dec_binaural_determine_processing_matrices: converted to fixed point 

[x] ivas_dirac_dec_binaural_determine_processing_matrices is converted to fixed point and is integrated at all locations.
[x] Floating point structure members from DIRAC_DEC_BIN_DATA and HRTFS_PARAMBIN_HANDLE cleaned up.
