Converted TonalMdctConceal_whiten_noise_shape_ivas() to fixed point 

[x] TonalMdctConceal_whiten_noise_shape_ivas() is converted to
fixed point and integrated at all call locations.
[x] additional functions added: sum32_sat, a tool to return
the sum of all elements of a 32 bit vector.
