Converted ivas_enc_cov_handler_process function and its subfunctions

[x] Converted the following functions from float to fixed
    ivas_enc_cov_handler_process
    ivas_spar_get_activeW_flag
    ivas_band_cov
[x] Integrated the function in SBA path.
[x] Function to be integrated in MC path in a separate MR.
